  1. Preheat your galley to 350°F (175°C). Grease and flour a 9x13 inch pan.
  2. In a large bowl, mix together the flour, sugar, cocoa, baking soda, baking powder, and salt.
  3. Stir in the eggs, milk, oil, and vanilla extract until well blended.
  4. Finally, stir in the boiling water. The batter will be thin. Pour the batter into the prepared pan.
  5. Bake in the preheated oven for 30 to 35 minutes, or until a toothpick inserted comes out clean. Allow the cake to cool before serving.
