  1. Preheat your oven to 350°F (175°C) and grease and flour two 9-inch round cake pans.
  2. In a large bowl, mix together the flour, sugar, cocoa, baking powder, baking soda, and salt.
  3. Add in the milk, vegetable oil, eggs, and vanilla extract. Mix until well combined.
  4. Stir in the boiling water. The batter will be thin, but that's okay.
  5. Pour the batter evenly into the prepared pans.
  6. Bake in preheated oven for 30 to 35 minutes, or until a toothpick inserted into the center comes out clean.
  7. Remove from the oven and let the cakes cool in the pans for 10 minutes before removing them from the pans to cool completely on wire racks.
