  2. 2. In a mixing bowl, whisk together the milk, eggs, garlic powder, salt, and pepper.
  3. 3. Stir in the cooked rice, broccoli florets, and 1 cup of cheddar cheese into the mixture.
  4. 4. Pour the mixture into the greased casserole dish and spread evenly.
  5. 5. Sprinkle the remaining 1/2 cup of cheddar cheese on top.
